Is this a good deal …?

It would be an appropriate size for * most * parakeets. A parakeet in the Pacific, there probably would be fine, as would a glasses. However, some are overwhelmed Green Rumps by the cages that are too large. I also suggest that if you are receiving a newly weaned baby parrot started in a small cage. If you start with a cage that is 18 "x 18" – or 20 "x 20", you can meet your bird a little up the steps easily in your hand. I do not want to deal talk to him outside of a very large cage (and after chasing around and therefore frightening). You will also want to make sure your bird sitting and climbing and before placing it in a very large cage. Usually a few months before you stop hearing the "Oops ….. noise" that comes with a young parakeet accidentally falling from the top of the cage. The final concern is that sometimes * a * baby parakeet is immediately placed in a cage to "reverse". He becomes overwhelmed by their new huge house and forgets it is supposed to be eating alone. If you return, you need to be fed by hand a bit more and then re-weaning. I have my two parakeets in cages which are approximately the size you're thinking. But both began life with me in a 20 "x 20" cage until we got to know each other – and up I stopped listening to "Oops ….. blow."
